The Universal Prior gives greater measure to mathematical
theories. MWI itself is selected out as being special for
consciousness to exist. See my Occam paper, where I show that assuming
Time, Projection and Linearity, the MWI is the most general
mathematical system (therefore of highest measure). Time and
Projection are assumptions about consciousness, and speculation is
made about why linearity is important.
