If you look back to my earlier post you will see that I was positing a
higher universe specifically for cases where ('lower') universes were
generated as a result of a process of execution of a program. If a
Mandlebrot set does not have to be generated by such a process in order to
exist (as appears to be the case), then it does not fall into the context of
my answer to your question.
