No we can't act on anything as it's all there in the block universe and
nothing can be changed. Nothing can be added ast the universe contains
everything that can be. It's infinite. But an MWI-er who 'wants to end up
in a good universe' will act in such a way - he cannot help but do so. It is
so determined, if you like. But 'want' and 'good' are emergent phenomena.
You can regard these wants and goods as determined if you wish. I don't
think that's a meaningful concept.
