Yes this could happen for universes with rules of evolution that have a
high random or "do not care" content.

While my model would allow a universe with a rather large random or "do not
care" content to its rules of succession to visit the same state twice it
is extremely unlikely that one would revisit a fixed sequence of states
that form a static loop.
