I just meant here that QM does not incorporate properly all known forces,
since there is not yet a proper theory of quantum gravitation. So current
QM does not predict the result of some thought experiments - e.g. what
happens when a microscopic black hole passes through 2 Young's slits? Or
how to justify a small cosmological constant? Even without interpretation,
it is incomplete as a predictive (even probabilistic) theory.
